Model based on 90 percent of residents leaving for Category 5 hurricane

Some, but not all, mobile home residents will be factored into a model to determine how long it takes to evacuate the Florida Keys before the onset of a hurricane or tropical storm.

So what happens to the other 6900 mobile home owners? Do they click there heels together and magically fly to Miami? This process would be much more credible if they actually used rules that made sense.

“criteria for evacuation” Uses Fantasy Fest As Population Model

Move Fantasy Fest one week so that it is outside of hurricane season, then that huge population spike which is used to stilt the calculation is brought back into normal range

Of course that would set the ROGO fantasy on its ear and mere citizens would be able to build on their own land without the ridiculous bureaucratic shakedown which defines ROGO

We can't have that - save the mosquitoes!
